Doing Good Index Research for the Philippines


The Association of Foundations (AF) and the Ramon Magsaysay Award Foundation (RMAF) are pleased to invite you to participate in the first-ever international Doing Good Survey conducted by the Centre for Asian Philanthropy and Society (CAPS), Hong Kong. This survey has been designed scientifically by CAPS with its analytic partner, the Indian Council for Research on International Economic Relations (ICRIER).

The survey questionnaire takes only about 30 minutes to complete. Your inputs are an integral part of the study, the results of which will be used to better inform the shape and direction of the charitable sector in Asia. As the Doing Good Survey partner for the Philippines, one of the sixteen (16) Asian economies covered by the CAPS study, we encourage you to participate in this survey and to speak up: share facts you know affecting the non-profit sector in the country, give your impressions of what supports and what hinders giving.

As a token of gratitude, we will raffle-off US$30 to five respondents at the end of the data-gathering period.

 About the survey

The Centre for Asian Philanthropy and Society (CAPS) is committed to increasing the quality and quantity of philanthropy in Asia.  To encourage more charitable engagement, it is important to understand the regulations, tax incentives and the general societal predisposition toward the giving and receiving of donations. For social delivery organizations (implementing NGOs), the ability to register as a charity, to be tax-exempt, to receive tax deductible contributions and to seek government contracts with projects aligned with their mission are factors in determining their success.

In order to better understand which factors enable or hinder charitable giving, CAPS is carrying out a project called the Doing Good Index™.  The Index is the first study of its kind in the world and the first that focuses on Asia. The Doing Good Index™ will examine 16 economies in Asia to identify policies and best practices that enable the domestic charitable sector to thrive. For the first time in Asia, a survey of this kind is aimed at capturing the voice of organizations.

Specifically, this survey will:

  • Gather information on the tax and regulatory environments, procurement systems and the general ecosystem for charitable giving in each economy. These are the four composite areas of the the Doing Good Index™.
  • Deliver data that can be consolidated for a complete picture of each economy’s philanthropic sector.

The survey report is expected to be published in the last quarter of 2017 and will be disseminated widely in the development community, the media, and to policy makers. CAPS intends to launch the report in each of their partner countries with a seminar to which members of the media and government will also be invited.

What are the benefits for our country’s civil society and your organization:

You will not only be contributing to the first-ever comprehensive index on philanthropy, but will benefit directly by learning about policies and strategies that can increase philanthropy locally. The Doing Good Index™ will identify optimal conditions for engagement in the charitable sector for individual and corporate donors, for social delivery organisations (SDOs) as well as government policy makers. This information can be used to examine the environment SDOs operate in, identify ways to efficiently navigate the philanthropic landscape, and maximize philanthropic activity.

Who can fill the survey form:

This survey has questions about fundraising, regulatory, fiscal and tax environment around giving and receiving donations. The head of your organization is best suited to respond to this survey. Other options are the head of fundraising or head of accounts/finance. If you would like to discuss this survey with colleagues before filling it in online, please use the attached PDF version of the survey to discuss and agree on your responses and then complete ONLY one form online for your organization.

How to fill the survey form:

The survey form can be accessed at: If the survey link does not open, copy the link and paste it in your browser. Please read the instructions carefully before you start filling the form. You may also refer to the attached FAQs.

If you are unable to submit the survey form in one sitting, you can return to the survey and pick up where you left off. You just have to click the survey link to return to the survey in the same device using the same browser. Please note that there is no “save” button, but as long as you have not clicked the “DONE” button and not deleted the cookies from your Internet browser, you can access your form using the survey link any time before submission.

How will you know about your survey form status:

Upon clicking the submit button, a “thank you” message will appear on your screen. That will confirm your submission.

Alternative Mode: Manual submission

Those who might have difficulty accessing the online survey may opt to submit the filled-up PDF version of the survey (please see attached).  Please note, however, that the tick boxes/circles in the multiple choice questions are disabled in the PDF version. We suggest that you use the Highlight Text Tool (found in the navigation bar of the Adobe Acrobat Reader) to indicate your choice by highlighting it. Save your filled-up survey form and submit it by email to We will acknowledge receipt of all emailed responses.

Closing date for survey: 31 MARCH 2017.

We advise that you should not wait for the last date. The survey needs data about your organization and the environment besides requiring careful thought and consideration to respond to some of the subjective questions. It does not ask for any long answer.
